First of all, what exactly is a resume? A resume is a snapshot of yourself, a self-advertisement tool created to sell yourself to a potential employer. A good resume is worth its weight in gold. It can literally be the difference between getting a job or interview or not.
If a good resume is a vital tool to have, why then have so many people still not got one or continue to hand out poorly written ones?
If you do have a resume, keep it up to date. Don't hand over to a potential employer a resume that has not be looked at or updated in the last five years. That's five years of jobs and life experience missing, which is criminal. Don't give an employer ammunition not to hire you. Give him ammunition so that they will hire.
